    Notes:

    Michel was a carter who lived in Joliette, QC, in the 1901 Census at 18St Louis Street. They owned a nine-room house plus a barn and two outbuildings on ¼ acre, which was a regular city lot. In 1920, they lived in Augusta, Maine, at 28 Water Street, where they continued to live until Michel's death in 1936. Adelaide then went to live with her daughter Bernadette andfamily.

    Upon entering the US via the port of Jackman, ME, on 20 Jul 1929, Michel was noted to be 5'5" with a medium complexion, grey hair, and blue eyes. He carried $200 with him. Even though he had lived inthe US for many years, he never achieved his citizenship and was always considered a resident alien.

    EDOUARD M. ARBOUR
    Augusta -- Edouard M. Arbour, 83, died Tuesday morning at his home, 28 Water St., after a long illness. He was born in Joliette, PQ, 2 April 1889, the son of Michel and Adelaide Lasalle Arbour. Mr. Arbour was a communicant of St Augustine Catholic Church. A lifelong resident of Augusta, he had been employed by Bates Manufacturing Company, Edwards Division, for 52 years in the carding department prior to his retirement in 1961. He was a member of St John the Baptist Union of America Conseil Laval. Survivors include four sons, Edouard D. Arbour, Armand E. Arbour, Richard Arbour, and Roger R. Arbour, all of Augusta; a daughter, Miss Juliette Arbour of Augusta; two brothers, Rosaire and Anselme Arbour, both of Augusta; a sister, Mrs. Genaro (Marguerite) Porcello of Medford, MA; nine grandchildren; six great-grandchildren; also several nieces, nephews, and cousins. A Mass of the Resurrection will be sung Thursday morning at 10 at St Augustine Catholic Church. Burial will be in St AugustineCemetery.

    AUGUSTA'S MANUFACTURING LEGACY -- Group Working to Turn Remaining Building Into Museum
    Augusta -- For more than 100 years, workers toiled inside the massive brick Edwards Mill complex before it was destroyed by a spectacular blaze in 1989. {Photos} {Jan Michaud, left, SANDY ARBOUR, andMaurice Pelletier examine early 20th century photos of mill workers Tuesday at Michaud's Augusta home. A group is proposing to utilize thestructure for a museum.} Now, a small group made up primarily of descendants of those workers are working to make sure the memories and stories aren't buried with the charred ashes ofthe riverside former mill. "Manufacturing in Augusta -- I don't want it to be lost for our children" said Jan Michaud, president of Friends for a Heritage Center at Mill Park. "This is the workforce that was thebackbone of the city." At its peak the Edwards Mill work force numbered1,300 people -- many of them Franco-Americans and other immigrants whocame to America, and Augusta, to work. They made cotton cloth productsfor a thriving company -- and lives for themselves and their families.Now a core group of 10 local residents are raising funds and interest in turning the only still-standing Edwards Mill building -- a two-story, 1,800-square-foot brick building on a small hill overlooking the formermill -- into a museum. The museum would seek to honor and recall thecity's thousands of manufacturing workers, starting with the many who toiled at Edwards, but later expanding, Michaud said, to include paper mill and other manufacturing workers from the city's past. Members of Friends for a Heritage Center at Mill Park have been laying the foundation for the museum for three years, interviewing, photographing and recording video and audio of 31 former mill workers, documenting their stories and memories. "These folks were reluctant at first," Michaud, whosegrandfather worked at the mill, said of the mill workers they've interviewed. "They'd say, 'Oh, you don't want to talk to me, I don't have anything interesting to say.' We said, 'Wejust want your memories. What was it like? How did work affect your family?' And, inevitably, they'd open up. "Once they started to talk, they couldn't stop." The former cotton mill at 1 Water St. frames one side of the city's downtown area. Employment at the mill sometimes peaked at as many as 2,000 workers. Thecity owns the building, which is locatedin the Capital Riverfront Improvement District -- an area created in 1999 as a joint venture between the city and the state to emphasize and protect the river. As such, organizers, who are incorporated as a nonprofit group, will need both the city and Capital Riverfront Improvement District board to sign off on the project. City Councilor Patrick Paradis, a member of the district's board, said the City Council and district board have both spoken favorably about the proposal. "We want to see that building go from being an unused building to a wonderful museum to all the people who worked there," said Paradis, whose father workedatthe mill for 35 years, and whois also of French ancestry. "This history is going away -- every week,someone who worked there is passing away. We wantto capture their history." Jan Michaud's husband, Victor Michaud, whose grandfather and great-grandfather worked at the mill, said the building they're eyeing for a museum was deemed structurally sound in a 2002 assesment. But it was estimated at the time that it would take about $1.5 million to restore the building and convert it into a museum. Maurice "Moe" Pelletier, vice president of the group whose father-in-law worked at Edwards and whose father worked at what later becomethe Statler paper mill in Augusta, said a major next step is to have a new assement done so the group can form a business plan. In addition to photos, the Friends for a HeritageCenter at Mill Park has cloth products made at the mill, tools and a huge logbook from the 1930s listing each worker, their pay and how much they paid in rent to live in numerous company-owned homes surrounding the mill. "I just found my grandfather's, he was in the card room," saidSandy Arbour as she looked through the logbook recently. "Lookat all these French names... Amazing." University of Maine at Augusta architecturestudents have already come up with different designs for turning the building, currently used by the city for storage,into a showplace. A fundraiser for the project is planned for Friday at Le Club Calumet, featuring comedian Louis Philippe as "FatherFrenchie," and musician TinaCharest. Jan Michaud, a former elementary school principal, said they'd like to have the buildingrestored and museum up and running within five years. She said they'd also like to include a small cafe in the building,as a place for people to gather and also to help pay for the costs of maintaining and running the museum. "We're hoping we can make somethinghappen for the community," she said. "It's an awesome spot for tourists to come and start their walk-through of the city here, go downtown, go over to Fort Western. "It's a dream, and we're hoping to make it a reality."

    Emile owned a barber shop co-located with a poolroom -- Arbour & Beaudoin -- with Elisee BEAUDOIN. It was located at 54 Northern Avenue in Augusta, ME. Emile's grandson Michael PARE fondly remembers his granddad'sbusiness: "I shot a few racks in there as a youngster while drinking an ice cold Orange Crush purchased for 5 cents from the cooler that was situated in the same room. Ah, the memories . . ."

    EMILE ARBOUR
    Augusta -- Emile Arbour, 68, of 11 Boothbay St, died Saturday at the Augusta General Hospital after a long illness. Born 6 May 1891, son of Michel and Adelaide Lasalle Arbour in Joliette, QC, he was the husband ofMarie Laflamme Arbour. Mr. Arbour retired a few months ago after 37 years of barbering as an associate in the Arbour & Beaudoin Barber Shop. Survivors are his widow; fours sons, Alphonse and John, Augusta, Paul E., PA, and Joseph, MA; three daughters, Mrs. Edmond Pare,Miss ChristineArbour, and Miss Estelle Arbour, all of Augusta; five brothers, Edward, Joseph, Rosaire, Anselm, allof Augusta, and Ernest, MA; two sisters, Mrs. Alfred Turgeon, Augusta, and Mrs. Jerry Porcello, MA; and nine grandchildren. Funeral services will beat 8 am Tuesday at St Augustine's Catholic Church.

    Augusta -- Joseph B. Arbour, 75, of 22 Cumberland St., died Monday at Augusta General Hospital after a long illness. He had been an employee of the Edwards Division of Bates Manufacturing Company for50 years. He was born in Joliet, PQ, Canada, 8 June 1892, the son of Michel and Adelaide Lasalle Arbour. He was a communicant of St Augustine Catholic Church, a member of Artisans Society, and the StJohn the Baptist Union of America Counseil Lavalle, and prior to his retirement was employeed as aslubber tender in the card room at Bates. He is survived by one daughter, Muriel Dostie of Augusta; four brothers, Edouard, Anselme, and Rosaire, all of Augusta, and Ernest Arbour of Boston; two sisters, Mrs. Bernadette Turgeon of Augusta and Mrs.Marguerite Porcello of Medford, MA; three grandchildren; several nieces, nephews, and cousins. A high requiemMass will be sung at 9 am Thursday at St Augustine Catholic Church. Burial will follow in St Augustine Cemetery.

    05 Jun 1892 -- Born in Joliette, Quebec, Joseph-Francois ARBOUR was the3rd of 12 children of carter, mill laborer, and teamster Michel ARBOURand his wife Adelaide LASALLE. Lured by the prosperity in the textile industry, his family emigrated fromQuebec to the United States, settling in Augusta, Maine, when Joseph was about 11. As a young man, Joseph began working in the cotton mills, first as a spinner, then as an operative, and lastly as "a slubber tender in the card room." All totaled, hewas an employee of the Edwards Division of Bates Manufacturing Companyfor 50 years. On 15 January 1917 in Augusta, Joseph married 21-year old Clara POULIN. In the ensuing years, they had 4 children - 2 daughtersand 2 sons - although only Murielseemsto have married and had children. According to his WWI Draft Registration from June 1917, Joseph was of medium height and medium build, with blue eyes and light brown hair; he also had a disabled arm. In Augusta on 08 April 1965, Clara breathedherlast breath. Joseph followed her 3 years later, passing away on 13May 1968. Both were buried in St Augustine Catholic Cemetery in Augusta.

    Topsham -- Rosaire A. Arbour, 83, of 8 Pitch Pine Drive, formerly of Boothbay Street, Augusta, died Saturday, 22 Feb, at a Topsham nursing home. He was born 6 Oct 1902, in Juliette, QC, the son of Michael and Adelaide Lasalle Arbour. Mr. Arbour wasemployed by Bates Manufacturing Co, Augusta, for 50 years. He retired in 1965. He was a communicant of St Augustine Catholic Church, Augusta, and a member of the Catholic Order of Foresters. His wife, Marie Daigle Arbour, died in 1948. He is survived by two sons, Lucien Arbour of Topsham, with whom he lived for the past 20 months, and Lionel Arbourof Randolph; six grandchildren; 10 great-grandchildren; and several nieces and nephews.     Anselme (Sam) Arbour, 79, of 108 Bridge St., died Sunday at his home following a brief illness. He was born in Joliette, Canada, 5 Oct 1903, the son of Michel and Adelaide Lasalle Arbour. He had beenemployed by Scotch Bottling Company for 20years and was also self-employed as an electrician. Mr. Arbour had also worked for Bates Manufacturing Company, Edwards Division, for many years. He was a communicant of St Augustine Catholic Church, a member of the Catholic Order of Foresters, and the Artisans Society. He is survived by his wife Mrs. Isabelle Rodrigue Arbourof Augusta; a son, Gerard Arbour of Rutland, VT; three daughters, Mrs.Jeanne-d'Arc Daigle of Augusta, Mrs. Larry (Therese) Gates of Princeton, LA, and Mrs.William E.     Washington (UPI) -- The nation's lawmen, alarmed by the rise of crime on the streets, voiced enthusiasm today for President Johnson's proposalto aid state and local agencies in a nationwide war on crime. Johnson said Tuesday night in his State of the Union message he will ask Congress to approve a federal program of financial assistance for "those states and cities that try to make their streetsand homes safer." A spot survey of law enforcement officials by United Press International disclosed today that most lawmen feel a substantial increase in federal aid would provide a "tremendous boost" for state and local anti-crime programs. Edouard Arbour, chief of police in Augusta, ME, summed up the reaction of many local law enforcement officials. "Let's face it," said Arbour, "Law enforcement is at the lowest ebb it has ever been. We would take whatever we could get." . . . In his message to Congress, Johnson warned that the fight against crime cannot be put off because "it will simply have to be done later at a much higer cost." He proposed a safe streets and crime control act of 1967 under which the federal government would provide 90 percent of the cost of developing state and local plansto combat crime and 60 percent fortraining new police tactical units and providing new communications, equipment, and weapons.

    Edouard D. Arbour, 64, of 5 Purington Ave., died unexpectedly Friday atAugusta General Hospital. He was born 21 Dec 1911, in Manchaug, MA, son of Edouard M. and Oliva Letendre Arbour. Until his retirement in 1969, Arbour served as police chief in Augusta for 10 years. He was employed by the State Bureau of Public Improvements at the time of his death. Arbour was a board member of the Maine Municipal Police Training Council and an alumnus of the Yale University School of AlcoholStudies. He was a life member of the Club Calumet and was a past president of AugustaEast Little League. He was a communicant of St Andrew's Catholic Church.     Augusta -- Lucille Arbour Pare died in the privacy and comfort of her home on Monday, 9 Jan 2006, at 8 pm following an eight-year battle with lung cancer. Her longevity was due in large part to her faith, her strength of character, and the fervent prayers of many. She was born in Augusta on 6 Jan 1927, to Emile and Marie (LaFlamme) Arbour. Her siblings include Marie Therese Arbour (deceased 1926); Paul and Veleene Arbour of Nevada; Alphonse Pete and Doris Arbour of Georgia; Christine Arbour of Augusta; Joseph Arbour (deceased 1983) and his wife Gerry Michaud of Bradley; John and Suzanne Arbour of Arizona; and Estelle Arbour of Augusta. Lucille attended St Augustine Parochial School and graduated from Cony High School in 1944. Following her graduation, she went to work for the Internal Revenue Service and later transferred to the Small Business Administration. She retired from the Federal Government in May of 1985 after 30 years of service. She then worked part time at NRF and theKV Federal Credit Union. In 1947 Lucille married Edmond G. Pare, also of Augusta. Together they had three children, Michael A. Pare of Ottawa(wife Teresa Witlib Pare and their two daughters, Erika and Karen Pare);Peter J. Pare of Augusta (wife Kim Reny Pare and their three children, Michelle, Matthew, and Steve Pare); and Suzanne M. Pare of Belgrade. Lucille was a life-long parishioner of St Augustine Catholic Church in Augusta. Over the years, she taught third grade in the Parochial School, sang in the choir, served as a Eucharistic Minister, cared for shut-ins, and more recently, helped to tally the weekly budget envelopes. Shewas a member of the Ladies of St Anne, the St Paul's Charismatic and Intercessory Prayer Group, and the St Andrew's Rosary Group. She was also a volunteer at the Glenridge Rehab and Nursing Care Center in Augusta. Lucille will always be remembered for her sense of style and simple elegance. More importantly, she will be remembered for putting the needsof othersbefore her own, and devoting her life to intercessory prayer and service, a hidden ministry with immeasurable influence and value. Her quiet and humble nature belied an inner strength and conviction thatcame into full view during thefinaldays of her life. She blessed us all with her profound courage, wit, and peace. Those of us who have beenprivileged to know this remarkable woman can only hope to learn from her example, and keep her legacy alive. Her family wishes to thankher friends, wonderful neighbors, and strangers from around the globe who prayed for her during her illness. We are particularly grateful to Fr. George Hickey for his priestly ministry, and to Dr. Jim Schneid, Deborah Heald, and the HealthReach Hospice staff whose help and compassion enabled us to honor Lucille's wishes to die in her own home, surrounded by her family.     Randolph -- Lionel J. Arbour, 86, went to be with his Lord peacefully on 29 Jan 2012, with his family by his side, at the VA Maine Healthcare Systems, Togus, hospice unit. Lionel was the husband of the late Barbara Mae (Messenger) Arbour, with whomhe shared 35 years of marriage. He was born 31 Oct 1925, in Augusta, the son of Rosaire and Marie (Daigle) Arbour. Lionel attended Augusta schools. In1943, Lionel served in the Army during WWII in Germany. After being home, his passion was body building with his brother and friends. In 1951, he married Barbara and moved to Randolph, where they raised three children, Vicki, Butch, and Lisa. Lionel worked at Togus VA for 32 years until he retired in 1981. Lionel was a well-known house painterand roofer in the area for many years.He was a lifetime member of the Le Club Calumet, also a member of the American Legion Smith-Wiley Post 4 of Gardiner. He was a member of St Joseph Parish for 30-plus years. Lionel enjoyed spending time with hisfamily, playing golf, attending family outings, working around the perimeter of his home, especially taking care of his roses, and having coffeewith his McDonald's buddies, which he thought a lot of. Lionel was a one-of-a-kind guy who loved andwasvery loved by his family and everyone who knew him. Lionel is predeceased by his wife, Barbara Mae; a brotherLucien Arbour; his parents; and second wife, Ruth Pinkham Arbour. Formerly of Augusta, Maine, he had been a resident of Southwest Florida since 2000. Jerry was born 9 November 1927, in Augusta, Maine, the son of the late Anselme and Marie-Ange (Poulin) Arbour. Jerry was predeceased in death by his loving wife of 45 years, Norma Gates Arbour, and his sister,Jeanne D'Arc Daigle. Mr. Arbour was a veteran of the US Army and Merchant Marines. He was most proud of being an interpreter for Dwight D. Eisenhower while being stationed in Paris, France. He owned and operated Jerry Arbour IceCream Distributorship Inc. which he built from scratch and serviced primarily Vermont and the New England area. He employed several people throughout the years. He was also a well-respected state representative for the state of Vermont. Mr. Arbour will best be remembered for his kind generosity, his love of life, his ability to bring out the best in people, and for his keen ability to walk into a room and make people happy! But far more important, he will always be remembered forthe deep love he had for his family -- they were everything to him. Heis survived by his loving children, Gerard J.     My sincere condolences to the Arbour family. I have such fond memories esp. loading the trucks full of ice cream.
