 According to his WWI DraftRegistration, William was born 12 Apr 1886. At the time, he was of medium height and a medium build; he had grey eyes and blackhair.

Upon his entry into the US at StAlbans, VT, in Dec 1916, William intended to go to Willimantic CT, where he would stay with his mother. He hadpreviously been in the US from 1906-1914 in WIllimantic. He was noted as 5'8" with a medium complexion, brown hair, and grey eyes. He carried$150 with him.

On 9 Jul 1919, William again returned to Canada, this time via the portof St-Armand, QC. The 33-year old baker claimed he was born in St-Raphael, QC, and was coming to Canada to stay. His last address in the US was 237 Main St, Willimantic, CT. He claimed he had been in the US since25 Nov 1916, which is corroborated by the above entry. William had a train ticket from Willimantic to Montreal, QC, aboard Train #3. He was in apparent "good" health and carried with him $175. It was also noted that William could both read and write.

Connecticut School Age Certificates, 1904-1911 -- These certificates vouched for a young person's right to work. As the 20th century opened, the issue of child labor had risen to prominence in the labor movement. Thanks to reformers like Florence Kelley, Jane Addams, and Mother Jones, people were starting to take notice, and some states began regulatinghours and conditions in which children could work. Connecticut startedestablishing educational requirements for working children in 1869. By1882, working children betweenthe ages of 8 and 14 were required to attend at least 12 weeks of school, and in 1895, children under the age of 14 were prohibited from working in "gainful employment" at all. In 1899, additional legislation gave teeth to the law by imposing a $20-per-week fine. To ensure compliance, employers had to keep proof of age fortheir child employees on file, but proof could be hard to come by, particularly in the cases of many young immigrants. The Connecticut State Board of Education helped with oversight of child laborers and, beginning in 1903, could issue certificates for children over 14 as proof of age.

On 9 May 1906, Amedee applied for a School Age Certificate, D8. His birth date was recorded as 12 May 1892 -- but we know this to be in error,as the church records show him born and baptised in 1893. He was really only 13 (not quite) at the time, but there must have been a compelling reason for him to try to quit school and go to work. His father had died a few years earlier. Perhaps Amedee's mother was burdened with the other children and just could not bother keeping him in school; perhapsthey needed themoney he could earn. However, it seems as though the inspector denied Amedee's request because he was "Sent to Fall Term 1906." Perhaps that is what the D stands for in the certificate number, D=denied.

On 21 Aug 1906, Amedee again applied for a School Age Certificate, D8. His birth date was again recorded as 22 May 1892. It is unclear whetheror not he was issued the certificate this time, as Final Action is blank; however, the "Sent to ___ school" is also blank, as if he were not assigned to school.

On 13 Jun 1907, Amedee was possibly issued a School Age Certificate, C28. His birth date was recorded as 22 May 1892, noted by inspection. He really was 14 by this time but just barely. Perhaps he was allowed to work. Perhaps that is what the C stands for in the certificate number, C=certificate.

On 14 Sep 1907, Amedee was definitely issued a School Age Certificate, C254. His birthdate was recorded as 12 Mar 1892, according to his mother's testimony. Amedee was reported to be a Learning Craftsman.

24 April 1919 -- Born in Willimantic, Connecticut, Francis E. ARBOUR was the 2nd of 4 children of machinist Joseph-Amedee ARBOUR and his wife Alexina PELLETIER. When Francis enlisted in the Army on 15 March 1941, he was noted to be 5' 6" tall, weighing 127 pounds. Little is known of his service during WWII, but after the war, Francis returned to Connecticut, married, and raised a family. Francis wed Carolyn L. VACCA in about 1948. Their daughter Francine was born the following year. Next came3sons through 1956. The family lived in New London, CT, during the early 1950s. However, by 1957 and through the 1960s, they lived in Mystic,CT, where Francis was a guard with the E B Company. Francis was just shy of his 56th birthday when hedied in West Haven, CT, on 26 March 1975. Just 3 months after his death, Carolyn married Lawrence H. PONT on 17June 1975 in Stonington, CT. Lawrence died on 19 January 2003; Carolynwas still living in their home in Pawcatuck, CT, at the time. Francis and Carolyn are known to have 2 grandchildren.

Westerly -- Raymond L. Arbour Sr, 71, of 25 Clark St, formerly of Mystic, died Sunday at Pendleton, after a lengthy illness. He was born 16 Jan 1921 in Willimantic, the son of Armedee and Alexina Pelletier Arbour.He was an Army veteran of WWII, serving with the 350th Infantry. Mr. Arbour married Evelyn Cerasoli on 15 Feb 1947, in St Patrick's Church, Mystic. He had been employed as an expediter at Electric Boat for many years,before moving to Bradenton, FL, where he worked as a bottlemaker for the Tropicana Co. Mr. Arbour moved to Westerly in 1989. He was a member of the Hoxie Engine Company of Mystic and the Hugo Simonelli Post 3263, Veterans of Foreign Wars of Mystic. Besides his wife, he is survived by four sons,Raymond L. Arbour Jr and Carl Arbour, both of Pawcatuck, Gary Arbour of Huntington Station, Long Island, anf Kevin Arbour of Bradenton, FL; one sister Mildred Reid of Westerly; six grandchildren. Amemorial service will be conducted at 11 am9 Jan at the Mystic FuneralHome, Route 1, Mystic. Burial will be in the Rhode Island Veterans Cemetery in Exeter. There are no calling hours.

Waterford -- Mildred "Toni" Reid of 208 Shore Road, Waterford, formerlyof 25 Clark Street, Merchants Village, Westerly, RI, passed on into the hands of the Lord on Mother's Day, 14 May 2006 at the Lawrence & Memorial Hospital, New London, surrounded by her loving family. Toni was born on 26 Aug 1923 in Willimantic, daughter of the late Amedee Arbour and Alexina (Pelletier) Arbour. She was predeceased by her husband, Nelson Reid; a sister, Doris Donath; and brothers, Raymond and Francis Arbour. She will be sadly missed by her daughters, Gayle and her husband, Joseph Misto, of Westerly, RI, Charlene and her husband, Daniel Pease, of Waterford, Sheryl Reid, of Tampa, FL, Deborah and her husband, Andrew Benkert, of Equality, AL; a son, Christian Reid, of Camp Hill, AL; grandchildren, Joseph "Jay" Misto and his wife, Kara, of Lincoln, RI, Holly Misto and her husband, and Scott Quaratella, of Westerly, RI; two great-grandchildren, Everett and James Misto; and also by several nieces and nephews. Toni was a communicant of St. Pius X Church, a member ofthe Daughter's of Isabella, and a lifetime member of the Mystic Seaport Marine Museum where she worked for many years before her retirement. She was a member of the Pequot Ramblers Square Dance Club, Tops ChapterNo. 3 of Rhode Island, the Westerly Senior Citizens Center, and the Ladies Auxiliary to the VFW Her home and family were always most important to her. She enjoyed league bowling, square and round dancing, music and reading. Calling hours will be held Wednesday from 5 to 7 pm in the Gaffney-DolanFuneral Home, 59 Spruce St., Westerly. Relatives and friends are invited to attend a Mass of Christian Burial, which will be celebrated Thursday at 11 am in St. Pius x Church, Elm Street, Westerly. Interment will be in River Bend Cemetery, 117 Beach St., Westerly. In lieu of flowers, the family requests donations in her name be made to Homeand Hospice Care of Rhode Island, 169 George St., Pawtucket, RI 02860-9924.
