To Mike BENNETT via email on 26 Mar 2009: Dear Mike: Sorry to hear about this latest setback. In between receiving your email and writing thisreplying, I did a little checking of my own. The response I received may ormay not enlighten us. "Being a registered independent researcher at the National Archives here in DC, I can think of several reasons why they couldn't find the file. In no particular order:
1.You mis-read the pension application number and/orthe pension certificate number on the Ancestry pension index. For some reason when Ancestry microfilmed the index cards they reduced the size of the cards thus reducing the fancy writing of the mid-1800s so that the numbers are illegible/indecipherable.
2. The file(s) was signed out before the pension files were transferredto the National Archives from the War Department Pension Office.
3. The file(s) were open and inthe hands of the Veteran's Administration when the pension files were transferred to the National Archives. If this is the case, you can request the files from the Veterans Administration, but be prepared for quite a wait. I've requested twopension files from the VA; the first took 15 months before I received it, and the second took 14 months.
4. Perhaps the file is signed out internally. Possible reasons, such asthe file is part of internal research project.
My suggestion is to wait until you get the printed sheet indicating whythe file isn'tavailable beforeyou get too concerned."
So, Mike, are you sure that you copied the file number correctly? I read it as 243546, dated 17 Oct 1918. Meanwhile, you just wait for the annotated letter. Keeping my fingers crossed that it is just a temporary setback and not a permanent one.

From Tom ARBOUR via email on 13 Apr 2011: My Current working hypothesisis that Luther Arbour's father was either a man named Joseph Arbour (born around 1780) or possibly a man who I'm guessing was his Brother, William Arbour, born around 1778. I'm also guessingthat these men were the sons of the Joseph Arbour, born around 1750, who is mentioned as one of the first settlers of Steuben County, New York. I believe that this Joseph (1750) is in your tree here. I believe that Joseph Arbour 1750 also had adaughter named Charity Arbour, who married Thomas Murray before Joseph left PA for Stueben County in 1793. According to the 1790 census, Joseph Arbour (1750) had 6 household members- two males under 16 (who I'm guessing were Joseph Jr. andWilliam, whoeventually move with him to New York), 1 male over 16 (himself), and three females. The first female would have been his wife, the second female would have been his daughter Charity, and the third female is unknown to me. HOWEVER, in your tree, youhave listed a daughter of Joseph (1750) named Elizabeth- who would be that second daughter. Does that all make sense? The William Arbour (sometimes spelled Arber) (married Jane Pearsall), born about 1778, born in Pennsylvania, who alsolivedin Stueben County during the early 1800's. My hypothesis is that William and Joseph Jr. were the elderJoseph's sons. A William Arbor, born in PA in abt. 1778 shows up as anold man in Cass County Michigan, living with Daniel Arbor, as recordedinthe 1850census- I'm not sure if this is the same William Arbour fromSteuben County or not. I believe that all ofthe Arbours that were bornin the Steuben County , New York area in the early 1800's, were all grandchildren of the Joseph Arbour (1750) thatfounded Stueben County. Luther Arbour moving to Ohio, and Mary Boone Arbour Fowler, Benjamin Patterson Arbour (moved to Michigan), William H. Arbour (moved to michigan as well), and quite possibly this Daniel Arbour who was born in New York, living with his father William "Arbor" that was born in Pennsylvania.It all just makes sense.So whowas Joseph Arbour's (1750) father? Rightnow, here's my best guess: I have found a few documents on the internet of a William and Agnes Arbour that livedinPhiladelphia in the 1750's,and I believe they would have been the right age to be Joseph Arbour's(born abt. 1750) parents, but again, this is even more speculation. A guess really. But The name sounds right, and this line continued touse thenames William and Joseph throughout their history. Let me know what you think ofthis.....it's a working hypothesis. Right now, I don't haveany really good first hand Arbour stories that go back to New York andPennsylvania, but let me know whatyou thinkabout my theory.

On 18 Oct 1877, Luther claimed to be an invalid and thusly applied for hismilitary pension. He was noted to have served with Company C of the 36th Ohio Infantry.

RUSSELL ARBOUR DIES
Mr. Russell Arbour, a well known resident of the West Side, died at an early hour Sunday morning at his home at 209 Maple Street.He has been ill for the past two weeks anddeath was due to a complication of troubles. The deceased was 71 years of ageand had been a resident of Mariettafor a number of years. He was a member of the Harmar lodge of Odd Fellows. Besides a wife, he leaves one son J D Arbour. Funeralservices willbe held Tuesday afternoon at 2 o'clock from his late residence and burial will probably be made in Oak Grove.

There was still an Arbour Market on Liberty Street in 1912, but it is not clear that William still operated it. By 1914, the market ceased to exist and William seems tohave become a printer. By the timeof the Census in Jan 1920, he had apparently retired.

CHARGE IS MADE THAT PRICES ARE FIFTY PERCENT HIGHER THAN IN OTHER CITIES
Pittsburg, 15 Aug -- Agents from the Interstate Commerce Commission arein Pittsburg investigating the suit recently entered here against the Pittsburg Produce Association by W. H. Arbours, a local dealer, who specified in his complaint that the association was an illegal combinationin restraint of trade, and cited fifteen direct violations of the Act of Congress of 2 July 1890. The produce merchants involved handle products from many States and are alleged to regulate prices on such products. An attorney close to the prosecution alleges that thegovernment has obtained ample evidence upon which to proceed. The Pittsburg Produce Association, while chartered, has no capital stock, and the forty-two members who compose it will be subject to heavy fines should the allegations be proven. They handle 90 percent of the produce consumed here. One of the goverment agents today declared that "Something must be wrong inPittsburg" because of the high rateof produce. "It was not due directlyto Mr. Arbour'ssuit that I came to Pittsburg to makethis investigation," said the official. "We had been noticing for a long time, and were thoroughly aware that it was due to some abnormal condition. I am thoroughly convinced that our suspicions are correct, although I have not completed my investigation. I may as well frankly state that I have foundthat an unlawful conspiracy or combination exists here, and that Pittsburgers are paying, in many instances, 50 percent more for their producethan people of other cities. RITES HELD FOR VICTIMS OF SHOOTING
Funeral services for Albert Newton, slain Saturday by James Arbor, wereconducted Monday afternoon at 2 o'clock at the Dixon Funeral Home, Rev. W. A. Moore officiating. Burial was made at the Round Bottom Cemeteryin Waterford Township. The funeral of Arbor was conducted Monday morning at 10o'clock at the same place, Dr. J. A. Holmes officiating. Burialwas made in Oak Grove. Coroner Fred Jackson, who investigated the dualshooting, that occurred in the apartment of Arbor's wife at120 Front Street, made an official finding of murderand suicide. There were no eyewitnesses to the tragedy and the coroner affirmed what the police found in their investigation following the shooting. A note found on Arbor's body indicatedthat trouble was expected, even premeditated by him. The notewas addressed to Chief Homer O. Wolfe of the police department. It was written Friday evening at the county infirmary, more than twelve hours before he followed Newton to the apartment. Text of the note follows: "Marietta, June 16th. Friend Homer:I am going to town tomorrow andI have found out for a fact that Newton is still going to the house. Well, there is something going to happen. It's just too damned raw for me toswallow as every one knows about itand they know that I am wedged outhere and sick and broke. I can't get a gun any place and theykeep bolts on the door when he is there and just the key turned in the lock when he is not. One time he slipped out the back door when she let me in thefront, but I have not been there for a long time. I am going to getin tomorrow. Her folks think she is o.k. Good bye, maybe, J. M. A."

She was born in Sandusky and was married to the late Joseph Pschouff (Phillips) for more than 50 years. Ginny leaves behind a sonMark Phillips; daughters, Bonnie Miller Leitch (Bill) and Sara Paine (Randy) and will be greatly missed byher grandchildren Jonathan Miller (Katie), Christina Paine, and C.J. Paine and great grandchildren, Connor, Morgan, Aiden Miller and Alexis Lee Shea. In addition to her husband Joe, Ginny was predeceased by her great granddaughter Hope Miller. Ginny had anextensive career inthe travel business. She began as a flight attendantwith Capitol Airlines, opened and managed Bay Travel Center before opening and owning Fairview Travel Center. Arbour Darrell "Chip" Arbour, age 61, of Hilliard, OH, left this Earth to the open arms of loved ones in Heaven, on Wednesday, 28 January 2014. Chip was born on 5 March 1952 in Cleveland, OH. He lived in Bellevue and graduated from Bellevue Senior High School where he was a star guard on the basketball team. In the early 80s, he moved to Columbus, OH where he met the love of his life and soul mate, Paula Jones. The two metwhile working for Cheryl's Cookies. After a successful career with Cheryl's Cookies, Chip excelled in the automotive business successfully managing dealerships for Patrick Mazda, Kelly Motors, and Crown Automotive. He retired from Crown after many years of service. Chip was an avid golfer and lover of the game. He belonged to Hickory Hills Golf Club where he was Club Champion and also achieved a hole-in-one. An all aroundsports guy, Chip was also an avid supporter of Cleveland and The OSU Buckeye sports teams. He was a proud father of his children whom he supported and watched excel both in curriculum and sports. Chip was a loverof life. He always made everyone laugh and lit up the room with his contagious smile. He conquered a lot of obstacles with his positive attitude and humor. He was strong willed,kind hearted, and passionately loved his family and devoted friends. He will be terribly missed. Jesus needed a comedian and he found one. Chip was welcomed home by his parents, Darrell and Jane "Ethel" Arbour; paternal grandparents, Ethel and FredRoberts; and maternal grandparents, Marion and Juanita Lee.
